Board AdvisorMr. Lai Man-hin, SBS, FSDSM, FSMSM
Mr. Lai Man-hin is the former Director of Fire Services of the Hong Kong Fire Services Department (FSD). He devoted more than 37 years to the FSD, joining in June 1979 as an Assistant Divisional Officer and rising through the ranks to the top post in June 2014, when he succeeded the retiring Chan Chor-kam to lead a force of over 10,000 firefighting and ambulance personnel serving the public.
Over the course of his career, Mr. Lai took part in numerous major frontline rescue operations and administrative planning projects. These included the 1996 Garley Building fire — one of the most serious blazes in Hong Kong's history — and the coordination of the department's contingency plans for the "Year 2000" (Y2K) problem in 1999.
He personally led teams into disaster scenes, most notably during the November 2011 Fa Yuen Street stalls fire, when, as Deputy Director, he went floor by floor up the rear staircase and helped rescue some 20 to 30 trapped residents. During his tenure as Director, the department responded to several major incidents, including the 2014 explosion at Mei Ying House in Shek Kip Mei Estate and the 2016 Amoy Industrial mini-storage fire in Ngau Tau Kok, the latter of which he described as one of the most difficult fires the city had ever faced and in which fellow firefighters lost their lives.
